This enemy has massive health, high DPS and non-stop Area Attacks. His only weaknesses are his somewhat low range and movement speed, so try to use those to your advantage.
Strategy
In Dark Souls (Insane), the best strategy is to stack Bahamut Cat and/or similar Uber Rares at the beginning of the level. Cheaper stackable attackers like Paris Cat will help greatly against him. Make sure to bring at least three meatshields, such as Macho Cat, Wall Cat and Boogie Cat. Using Sniper the Cat is also recommended to keep him at bay if you are struggling. Otherwise, you can also use Sniper the Recruit instead if you have it.
This enemy is the polar opposite of his allied counterpart. Where the Cat Unit has low stats for which he compensates with high speed and spammability, the Enemy Unit is incredibly powerful but moves slowly and only spawns once per level. It's the same with Crazed Tank Cat and the reverse with Crazed Fish Cat.
