Kubiluga is an Uber Rare Cat that was added in Version 3.4 and can be unlocked by playing the Rare Cat Capsule during the Tales of the Nekoluga and Metal Busters gacha events. True Form added in Version 6.6 grants the ability to perform Critical Hits, but can no longer knockback enemies. Talents were added in Version 13.3.

Strategy/Usage[]
Normal Form[]
This form is useless by design. Similarly to the other cats from Tales of the Nekoluga, this cat is not meant to be used until it evolves.
Evolved Form[]
Kubilan Pasalan is practically a second Cat Cannon that doesn't work on Wave/Knockback Immune enemies with less range. Nevertheless, his massive reach keeps him safe and create opportunities for cheesing strategies. In long stages like Pitfall Zone, however, a Cat CPU might be useful due to his very slow attack rate.
One of his main uses is for his Cat Combo with Giraffe Cat, Longnecks, as "Worker Cat Start Lvl UP (M)" for just 2 units is very convenient, as it is a slot-efficient Worker Cat Start Lvl UP combo and can be paired up with Don't Mess With Me! and Itchy Ritches, or Paranormal Activity, to have a gigantic boost in your Wallet at the start. His other combo with Tank Cat, Take a Bow, gives a "Knockback Effect UP (Sm)", which boosts knockback distance. As you are already very likely to be using Tank Cat, it's best to put Kubilan in the first row to boost his ability.
True Form[]
E. Kubilan Pasalan is no longer used for Crowd Control. Instead, his guaranteed Critical Hits can literally wipe many weak Metals into utter oblivion. His prime targets include Metal Doge, Metal One Horn and Koronium, all of which are relevant and can be dangerous if given the chance. However, he will require support as his low DPS means he has no hopes of fighting off tougher ones like Super Metal Hippoe and Sir Metal Seal. That being said, his True Form is only worth getting if an Anti-Metal specialist is needed.
Do note that E. Kubilan Pasalan can be a death sentence in some stages, particularly Bionic Seaweed - His attacks will nuke all the Metal Doges, freeing up the enemy limit for bigger threats.
Talents[]
E. Kubilan Pasalan's talent highlights include Wave Immune and Slow. Wave Immune greatly improves his matchups against Wave Metals like Koronium/Cyberface, as well as stages that combine both types of threats. Slow is rather expensive and requires a massive amount of NP for its mediocre effect, but proves to be very helpful when needed by impeding strong Metals that can survive Kubilan's attack.
E. Kubilan, however, doesn't benefit from any of the remaining talents. Attack Buff is useless, as a small damage increase won't meaningfully affect his performance. Meanwhile, Defense Buff and Resist Surge are all completely useless due to a combination of low health, the lack of Metal Surge threats and how Surges often deal extreme damage.

Appearance[]
- Normal Form: A small, frail-looking, alienesque cat that appears to be smirking. Has large black eyes and a long neck, which is his defining feature. Attacks by head-butting enemies.
- Evolved Form: Grows much larger in size. His neck is now much larger than the rest of his body, and he has grown an extra pair of arms. Most of his features remain the same, but on a larger scale.
- True Form: Gains a bobbed haircut and a clothed dress. His body remains the same except for his face, which gains some curved markings.

- Prior to Version 4.7, Kubiluga was a part of two other Cat Combos: Legend of the Nekoluga and Nekoluganomicon.
- Like Asiluga and Balaluga, Kubiluga's initial form has higher DPS than both of his other forms.
- Kubiluga is the only Nekoluga whose True Form is not a direct upgrade to its evolved form.
- E. Kubilan Pasalan was the first Cat Unit to have both Wave Attack and Critical Hit abilities.
- This Cat's Evolved Form has the 2nd lowest DPS out of all Ubers in the game, only behind Balaluga.
- Among Nekoluga family, his name Kubi(首)-luga already reflecting that his neck is the part that's abnormally long.
- E. Kubilan Pasalan, according to his name, description, and design (most notably the hairstyle and clothing), is based off of E. Honda from the fighting game series Street Fighter. Fittingly, E. Kubilan Pasalan attacks with a headbutt, just like E. Honda.
- Coincidentally, E. Honda himself would later be added to the game as a collaboration exclusive unit.
- Kubiluga's appearance may be based on Rokurokubi, a type of yokai with a long neck.
