This enemy has a ton of health, and an almost instant-kill attack. It retains the Base Destroyer ability and range of Crazed Tank Cat. It is still very similar to Crazed Tank Cat, so if you knew how to deal with Crazed Tank Cat previously, it will be applicable here.
The real problem is the much stronger support he appears with compared to Crazed Tank Cat.
To defeat it, use ranged attackers like Bahamut's Normal and Evolved forms and Hacker/Cyberpunk Cat, paired with Cats that can knockback enemies, such as Ururun Wolf and Unknown Cat. Paired with a CPU for meatshielding, you should be able to take this guy down, albeit after a long, long fight.
