This is the protagonist of the manga にゃんこ大戦争～日本侵略秘録～ (Nyanko Great War ~Japan Invasion Record~) published on Ganma by Ijūin Kazuo (伊集院一雄). The manga can be found here. This Cat can be collected as stamp during the collaboration's period.
