Okame's Teahouse (Merciless) is the second stage in Courts of Agony. When clearing this stage, the player is guaranteed to unlock the True Form of Medusa Cat, Naga Cat. This is a No Continues stage.

Strategy[]
Do whatever it takes to delay Okame and stall out waves of Miz Devils, after which you can slowly chip Okame. With that amount of interference, it's impossible to defeat Okame without getting past all these Miz Devils.
Recommended Units[]
- Wave Attackers/Surge Attackers: Manic Macho Legs, Brainwashed Macho Legs, Jellycat, Talented Li'l Island, Hermit Cat, etc. Mainly used to damage groups of Miz Devils at a time while potentially chipping away at Black Okame as well. Slime is probably the best to use here due to being a throwaway unit that does heavy damage.
- Roe Cat: Just like the previous stage, is able to stall Okame in place when the Miz Devils are not present.
- Talented Bellydancer Cat: If her Dodge procs, then she can keep a tough Miz Devil stack and Black Okame from pushing temporarily while also keeping them away from your attackers.
- Stone: Stone's extreme health can stall Okame and any amount of Miz Devils during its very short lifetime, preventing them from advancing and providing some reprieve to dispatch other units.
- Talented Li'l Island Cat: With talents, Li'l Island Cat can Target Aku in addition to Reds, which combined with its Wave Attack talent can occasionally shred hordes of Miz Devils.
- Neo Cutter Cat: can rush in and deal a good amount of damage when no Miz Devils are in the way, useful for chipping Okame in the end.
- Slime: Despite having minuscule health, Slime's level 5 Wave Attack works wonders against Miz Devils by crippling down their shields en masse, enough for another attacker to quickly finish them before Okame could advance.
- Immortal Yukimura: With massive damage to Blacks, great damage and very high speed, Yukimura can rush in and delete large chunks of Okame's health, being a much more consistent alternative than Cutter, especially when talented. Yukimura's cooldown is also relatively short for an Uber, and so can be dispatched often, or when the situation calls for it.
- Brainwashed Cat: Having a 30% Dodge chance against Blacks and Aku, low cost and good speed, Brainwashed Cat is an excellent disposable meatshield that can occasionally hold the line and supplement Stone when its ability comes into play.
The strategy is basically to ward off Okame when she's alone, and to send only necessary amount of units to get rid of Miz Devils to keep as much money as possible.

- Rich cat is not necessary, but it can help greatly if your levels are lower.
Battle: The strategy is simple. When Okame is alone, you play Roe and Manic Island. When Miz Devils are present, you spam Cameraman with Eraser. Since Okame outranges Cameraman, you'd want to conserve money and only have them around when Devils push through, out of the boss' range, although it doesn't hurt to send one or two in advance when you have a lot of money. When a wave comes, your Roe cats should be able to tank just enough for your other set of units to come and help. Every time you get a chance to, knock Okame back with Breakerblast. If the boss is too close to your base, use Sniper to knock them back, but only if there are no Miz Devils to tank the hit.
Strategy 2[]
- Both level 50 with Sniper the Cat or 75 without.
- CPU can help spamming both units, but is not required
Probably the easiest and most ridiculous looking setup is to use only Roe Cat and Pizza Cat at a sufficiently high level. Spamming both continuously until the fight is won.

- The Japanese name of this stage, Meido Kissa OKAME (冥土喫茶OKAME), makes a pun: normally meido kissa would mean "maid café", but the stage name spells meido as 冥土, meaning the netherworld.
