It has an enormous range of 650, but can't hit close units, giving it a major flaw if your units can get close enough. However, it is almost impossible to get close enough, because its attack rate is insanely fast compared to other Long Distance enemies.
You can kill it easily by stacking Octopus Cat and sending out A. Bahamut Cat. You need to weaken the Cyclone, then release Awakened Bahamut Cat. If you make the Cyclone stay next to the enemy base, Bahamut will kill it without being damaged due to the knockbacks that the Cyclone will receive.
Another technique to beat the Cyclone is to optimize its blindspot, using the Combo of Cat Cannon and fast attackers such as Manic Lion Cat and Bullet Train Cat so they can get into his blind spot, therefore attacking him in a safe spot. Ultima Galaxy Cosmo can beat this stage as it outranges both the Cyclone and the Angelic Sleipnir along with knocking them back and freezing both, allowing other units such as Awakened Bahamut Cat to enter the Cyclones blind spot unharmed with every attack. If you have this true form it is greatly advised. Be warned that, although this Cyclone has a minimum range, it can hit the Cat Base at point blank range just fine.
The Perfect Cyclone's name and description may be references to Dragon Ball Zs Perfect Cell: it achieved its final form by consuming other Cyclones. Its name also references the phrase "perfect storm," which originates from the movie "The Perfect Storm."
In its description, "Meteorologists" is misspelled as "Meteoroloigists".
