Water Conservancy (Merciless) is the second stage in Top of the Bog. When clearing this stage, the player is guaranteed to unlock the True Form of Teacher BearCat, Cadaver BearCat. This is a No Continues stage.

Strategy[]
It is recommended to only use ranged meat shields such as Cameraman Cat so that Kappy's surge will miss more often. If you are going to use Cameraman Cat, make sure to bring some Research Up Combos (x2 S, x1 M or 1x L). Other ranged units such as Pizza Cat could help, but isn't necessary.
Units with Evade Surge such as Talented Anubis (30), Kasli the Bane (30), Talented Gato Amigo (no level required with ev. Surge), Talented Beefcake Cat (50 with max attack buff and ev. Surge) Lasvoss Reborn (40), Iz the Dancer of Grief (30), and Lord of Ruin Jagando Jr. (30) are very helpful. For a list of Cats with the "Evade Surge" ability, see here.
Rushers (better with LD and Waves) such as Awakened Bahamut Cat (30), Immortal Yukimura (40, attack, health and Strengthen talents recommended), Lil' Valkyrie (30), Lil' Valkyrie Dark (30), Ganglion (30), Cats in the Cradle (40, any level lower is not recommended), and D'arktanyan (30) also help out but make sure to time them so they don't get hit by a surge.
It may be helpful to use fast and cost efficient units such as Slime Cat (30) or Talented Can Can Cat (40 with at least level 6 speed up, level 5 attack buff, level 3 health buff, and double bounty) but they can act as stepping stones for Kappy to spawn a surge so be careful.
High range crowd control units (that can out range Kappy's surge and Loris' LD) like Cyberpunk Cat (no level required, slow up talent recommended), Assassinlan Pasalan (no level required, slow up talent recommended), Otaku Geek Cat (no level required) and Sniper the Deadeye can help make the threats more manageable while staying at a safe distance. If Kappy seems to push too fast and he leaves the blindspot of Cyberpunk or Otaku Geek, consider using Macho Crystal Cat and/or Tourist Cat to push Kappy back.
Stone Cat is a great unit for this stage due to the removal of The Thrillerz who previously would block Stone Cat's path towards Kappy. When supported by research combos and timed correctly, Stone Cat can stall Kappy in place for a very long time. Just make sure not to send Stone Cat when Kappy isn't in his attack animation or else Kappy will use him as a stepping stone to create a surge.

Kill the first Trolly Blogger with a boulder. When Kappy comes out, use another boulder to kill the Trolly Blogger that goes out with him. Lure Kappy to your base but not so close that Cyberpunk can't hit him. When you're ready, send out a boulder so that Kappy hits it and causes a surge. Send another boulder out when Kappy lifts up the cucumber and repeat this for the rest of the fight. If Kappy tries to hit the second boulder and doesn't spawn a surge, send out Cyberpunk and start spamming all of your cats that aren't being used for combos. Pizza and Housewife will take care of Kappy's support while also chipping down Kappy AND they both outrange Kappy so you don't need to worry about Kappy spawning a surge. Slapstick Cats will do the same thing along with dealing extra damage to Relic Doges and Lorises. With correct boulder timing, you can keep spamming Housewife, Pizza, and Slapstick with no consequences. Owlbrows give you a lot of cash too and these cats take some time to recharge so money won't be a big issue.
When Kappy gets knocked back from taking damage, you need to now be a lot more careful. If there's an enemy in front of him, send out boulder and continue the same pattern as before. If there's nothing in front of him, you'll unfortunately need to let Kappy advance, start his attack animation, and then send out a boulder. This will trigger a surge and may kill your stacks of cats but there is no way around this. If this happens, you won't be in too much trouble since boulder can stall Kappy for a very long time with good timing. You don't want Kappy to get knocked back so do not bring Sniper the Deadeye, Lord of Ruin Jagando Jr. (though the normal form is fine), or Sniper the Cat.
Soon enough, you should have enough cats to melt through Kappy's support and Kappy himself. When Kappy dies, his support won't be a threat in any way so keep spamming and you'll win.
Strategy 2(ft. Jelly & High-levelled Courier)[]

Start by upgrading your worker cat to level 2 or 3 while killing the peons with Stone. You can lure to save money but if you have a rich cat you can send Stone to meet Kappy at the middleground, otherwise do the same but at about ¾ to your base. From now, make sure to consistently stall Kappy and stall with Stone before any other units. It is your first priority. Whenever you have the chance, send Courier, and use the peons as a stepping stone to send Jelly's wave through all the enemies. Once you have plenty of cash or see the 2nd Loris coming, send Jagando if you've brought him to KB Kappy and let your cats push into Loris' blindspot. Make sure that the Relic Doges don't touch Jagando, as just a few hits is enough to kill him as he is already taking hits from the Lorises; try to deal with them using Courier. Macho Glass or Tourist both fulfill Jagando's role but not as well as he can with his 3rd hit and surge. Try to keep stalling and your Couriers alive, and soon you can enjoy your new Cadaver BearCat!
