Strategy/Usage
Wheel Cat is fairly spammable and can be easily stacked to deal huge damage to Alien enemies. This power comes at a cost, however: his range. Against unstarred Aliens, Wheel Cat's use is extremely limited, as he only outranges the basic peons, Cyberhorn, Helmut Krabbe and Elizabeth the LVIth (who has Wave Attacks). Cyberhorn and Nimoy Bore are his most viable targets overall, but Nimoy Bore has to be slowed or frozen for him to really shine.
When it comes to Starred Aliens, this unit has a brighter spotlight. Not only can he outrange every single peon (though his True Form may be required for some), he can enter the blind spots of Corporal Weyland, Ribbo and Gardeneel Bros., plus he can deal good damage to Le'Solar, Spacefish Jones and Axoloty when they aren't attacking. The only regular foes he may not be as useful against are Project A and Youcan.
All in all, this is a very potent (if somewhat situational) attacker in Cats of the Cosmos and some of Uncanny Legends, but don't expect to use him often in Into the Future and Stories of Legend. His most viable uses overall are probably Star Peng, Kid Tappa, Mesocosmocyclone and Cyberhorn, all of which he can decimate if enough of him are spawned.
True Form
Chill Cat gains 30 more range, increased damage and lowered recharge time. The 30 more range allows him to outrange only one more Alien enemy, Scissoroo. Although Scissoroo has 199 range, most of the time she is still able to hit Chill Cat despite being outranged (see here for more details). That aside, the range increase is good because it can now much more reliably outrange Alien enemies that were harder for it to attack, such as General GreGory or Star Peng. The increased damage increases its effectiveness against Aliens and is just generally good, along with the lowered recharge time which also allows him to amount higher DPS against Aliens, although this also means you will have to watch your cash more closely unless you have gotten the Cost Down talent.
Talents
Talents make this unit way more powerful and viable, due to low cost and better stats, but do not fix the range issue, leaving Chill Cat to be a rather situational and hard to use unit.
His Knockback Talent is not recommended, as Chill Cat will knockback Aliens out of his range, thereby taking him take longer to kill them; it can be nice to have in some instances, but once this Talent is unlocked, there is no going back. Resist Weaken, although good against Calamary, is superfluous in how situational it is. HP up is also not recommended, due to the fact that increased health does little to increase this unit's already very low survivability.
The two talents that are recommended are Cost Down and Attack Up. Starting with cost down, this talent is by far Chill's best talent as it makes this unit significantly easier to use allowing you to worry far less about your money being drained, although you still have to be careful in certain stages. Attack Up is also a great talent for this unit to have, as it further increases its effectiveness against aliens, although it is recommended to use Catseyes first and then only invest in this if you still feel you need it for a level such as Puffer Planet.

Trivia
- Wheel Cat is based on wanyūdo, a yōkai that appears as the head of a tormented man trapped within a burning oxcart wheel. This is why he's included in Paranormal Activity.
- Prior to version 3.0 of The Battle Cats, he lacked his anti-Alien ability.
